Low Income Home Energy Assistance Program (LIHEAP) – Felons who need help paying for their utility bill may be able to get a grant through LIHEAP. The program will pay for one utility bill per year. You will have to re-apply each year that you need the grant. Applications are accepted each year from October 1 through May 31. To qualify, you have to meet the low income requirements.
