Temporary Assistance for Needy Families (TANF) – This program is federally funded and administered in each state through social services offices. Felons who qualify for TANF will receive a monthly cash grant that can be used to pay for all types of living expenses, including water bills. To qualify for TANF, you have to have a low income, be a citizen or legal alien, and have at least one minor child you are caring for. Felons who are not caring for a minor child may qualify for General Assistance, which is offered in some states. General Assistance provides a cash grant to help with living expenses. Salvation Army – This organization has locations around the nation. They provide various assistance programs for felons, including to help pay water bills in some locations. Catholic Charities – This is another popular church affiliated organization that will help with water bills assistance for felons in some areas. The programs they offer vary by location, so you will need to check with your local chapter. They do not have strict requirements to receive the help. American Water – This company will help to provide water bills assistance for felons. You have to find the information for your state, using their website tool. Water Sense – This is a program through the federal government that will help you with learning about how to save water. By saving water usage each month, you will be able to reduce your monthly bill. By doing this, many felons will find it easier to pay their water bill. United Way – With locations around the country, the United Way is an organization that provides many helpful resources. They can help felons find places that will provide water bill payment assistance. When you access United Way, they will link you to a database that offers helpful programs in your local area. From there, you will be able to find bill payment assistant programs that are in your local community. Some of these programs are provided by churches and non-profit organizations. There are reentry programs in every state, and they have a mission to help felons be as successful as they can be. They programs they have in place can help provide with resources, as well as some offering bill payment assistance. Still others provide job training and access to job programs that will help you earn more money. Once you are able to gain good employment, you may be able to become more self sufficient and say goodbye to the difficult financial times.

Many of them offer bill paying services to help those in the community, including felons. These programs do not typically have strict requirements regarding who can receive the assistance.
