The program will pay for such heating bills as oil, electricity, natural gas, propane, kerosene, wood, and coal. Lifeline- Felons who need help paying for a phone may qualify for the Lifeline program. The federally funded program will pay for those with a low income to have a phone. You can choose a land line or mobile phone. The mobile phone comes with a data plan.  To meet the qualification requirements, you have to have a low income.
